Amber Kae earned her Bachelor's and Master's of Arts degrees in Sociology from California State University - San Marcos.Before starting her family Amber Kae volunteered for Brother Benno's to help unhoused and low-income community members. She returned to her alma mater, MiraCosta, to teach Sociology and has mentored numerous interns and students. She leads students to conduct community service and engagement projects at local non-profits. Her favorite work as a professor has been with AAPI, Umoga, and Transitions (formerly incarcerated) students within MiraCosta's ASE program.

Community First! I am a lifelong O'sider who was asked by our community to run and I stepped up. District 4 deserves new leadership and a representative who puts community interest over investor interests. I promise to address community concerns, including the housing crisis, infrastructure, environmental sustainability, and the local economy.

Amber Kae's Vision

Community is my top priority! In 2021, my neighbors and I successfully stopped an Amazon warehouse from being built near schools and neighborhoods. The 24-hour facility project was unsafe for the community and did not provide the quality jobs O'siders need to live here. As a professor, I assign service learning projects that make students active participants in their community. Professionally, I also mentor student interns. My passion is helping students at the start of their higher education journey. I especially enjoy mentoring students from MANA (AAPI), Umoga (African American), and Transitions (formerly incarcerated) within MiraCosta's diverse student population.&nbsp;Our current city council's representation does not reflect our diverse demographics.&nbsp;I will be the first Black woman to serve on the city council in the history of Oceanside!&nbsp;As a mother and woman of color, I know the importance of representation in government.&nbsp;I am running to show my children that it is possible to be the change they want to see. On the council,&nbsp;I will empower ALL communities, including our seniors, veterans, working families, low-income communities, LGBTQI+, and people with disabilities.&nbsp;&nbsp;

It's time to prioritize our community over special interests! Community

Many O'Siders are only one unplanned event, illness, or a paycheck away from losing their housing. Here in Oceanside is a nurse living in her car, a senior on a fixed income who couldn't afford rent increases, and a college student couch surfing. There is a single parent seeking shelter at a campground, a woman who left an abusive relationship, and a veteran with trauma. There are many more people and stories. The people surviving homelessness are our neighbors, grandparents or siblings, and coworkers or friends. I was raised by a single mother in Oceanside. In my youth, I experienced homelessness and housing insecurity. I managed to stay in Oceanside during college because I secured low-income housing. I lived in that unit for 13 years and started my family there. I will fight to increase affordable housing options. I support building affordable housing and home-buyer programs for low to middle-income residents. This will be achieved by removing in-lieu fees, allowing more ADUs, and rezoning for duplex and multifamily housing options. I fully support protecting our mobile home parks, a crucial source of affordable housing, especially for Oceanside's senior community. Seniors are the fastest-growing homeless population, and the most vulnerable once on the streets. Homelessness must be approached with a variety of solutions. I will help to find funding for support services for our unhoused neighbors, such as low-barrier shelter beds, mobile showers, and safe parking lots. Oceanside can pursue grants and outside funding for homeless outreach and emergency response teams. Oceanside can adopt housing-first models funded by state, county, and national sources. The Housing First model is proven to be more economically effective and more compassionate for our community members.

We don't have a homeless problem. We have HOMELESS PEOPLE. Seniors are the fastest-growing homeless population. Over 25% of those without homes in Oceanside are families and veterans. First, we must keep people in their homes. At the same time prioritize affordable housing and long-term solutions for those who need homes.

Housing &amp; Homelesness

FRONTWAVE ARENAThe new Frontwave Arena is due to open this fall and is in District 4. As a sports fan and music lover I am excited about the possibilities. However, there are some major concerns for Oceanside residents. The majority of the current council gave the developers no responsibility for traffic or wear and tear on the roads. Oceanside neighbors were promised a TDM (Traffic Demand Management Plan) in 2009. The 7,000+ seat arena is now open and the TDM plan has still not been produced. This is a prime example of neglecting to protect the community. I WON'T LET THIS HAPPEN AGAIN! I promise to prioritize community access to El Corazon because this is supposed to be a community space. Right now the majority of the space is not available for public access.&nbsp;<img src="https://run.imgix.net/bb0135c4-d404-452f-8876-b340fe83a2d0/73d0bd02-8928-497e-8f6d-bb55341f7a15/73d0bd02-8928-497e-8f6d-bb55341f7a15.webp?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C810%2C503&amp;w=1500" alt="FrontWave Arena construction " caption="FrontWave Arena proximity to neighborhoods, El Corazon Senior Center and William A. Wagner Swim Center I promise to work harder than our current council representative to hold large businesses accountable for traffic and infrastructure impacts. Companies are getting the breaks and Oceansiders are being stuck with the bill. The largest bill in the city is road repair, and we already cannot afford to fix them. We taxpayers will be left holding the bill for the road damage from private events at El Corazon, and we are the ones impacted by the traffic to and from school, work, and errands.&nbsp;INFRASTRUCTURE SOLUTIONSI am an O’sider like you who wants easier access to the beach and Frontwave arena. I promise to fight for more than we have now. Currently, we have no parking, no public park at El Corazon, no shuttles, and worn down traffic-congested roads. My plan includes designated parking spaces at the beach for Oceanside parking pass holders. Shuttles for O’side residents to the beach, Frontwave arena, and other key locations. Safe school transportation routes with designated e-bike lines for our students. And, traffic calming measures in neighborhoods being used to bypass roads like College Avenue.&nbsp;These solutions will be funded with Measure X funds, incoming cannabis tax revenue, and by working with our state and federal government leaders to improve access and road safety through grants and other funding programs.&nbsp;

Oceanside is growing and state housing mandates mean more density. We need leadership dedicated to holding developers and businesses accountable for road damage, and traffic impacts. I promise to prioritize accountability and fight for safe routes to school for our children. I will improve access to public transportation and fund our roads working with state and federal government leaders.

Traffic &amp; Infrastructure Solutions

I understand well-being improves with access to a healthy environment.&nbsp;My ultimate goal is for Oceanside to become both a Blue Zone and a Green Zone. Oceanside can be a city known for its quality of life and environmental standards.I will address climate change and protect our open spaces and beaches.&nbsp;I will guarantee Oceanside sends environmental advocates to regional boards, such as SANDAG.&nbsp;I will collaborate with the California Coastal Commission and other agencies to find regional and local solutions to sand replenishment. And for the preservation of Loma Alta Creek and San Luis Rey River.&nbsp;Additional plans on my agenda include Green building projects, native plant landscaping, more trees, and city-sponsored community clean-ups.The environment is important because it supports our wellbeing. Isolation and loneliness are at startling numbers from the youth to our seniors. A healthy environment means space for the community to take advantage of being outside in a place like Oceanside. I will work with federal, state, and local leaders to improve alternative transportation options and access. At the same time protecting our beaches and making parks accessible for all ages and abilities. I&nbsp;use Oceanside open spaces with my small business to promote wellness, when I attend my kids' sports games, and for our playdates- safeguarding them is a priority.As a nature lover, I advocate for diversity in our natural spaces with the non-profit Black People Who Hike.&nbsp;You can find me locally instructing yoga outside, playing on the beach, sailing along the coast, or hiking in Guajome Park or Calavera Preserve. Oceanside has it all! I promise to protect these spaces for locals while we grow our tourist economy.

Environment

I started a small mobile business to have a flexible schedule and income while getting through college and starting my family. Nearly 15 years later, I teach my students about the value of entrepreneurship and having multiple sources of income. Small businesses are the majority of businesses in Oceanside. Entrepreneurs and small businesses are an essential part of Oceanside's economy. As an entrepreneur for over a decade, I will be an advocate on the council for local economic development. &nbsp;I support incentivizing O'Siders to open small businesses from in-home to street vendors to brick-and-mortar. I seek to simplify permit processes and educate potential business owners about their options. I support amplifying grants and programs that ease startup costs for aspiring small business owners.&nbsp;I also aim to encourage more women and people from diverse backgrounds to pursue entrepreneurship. I would like to see the city facilitate mentorship pathways with local businesses in coordination with middle and high schools to inspire the next generation of local economic growth.In the summer of 2021, we advocated against permitting a new Amazon facility in District 4 to the Oceanside City Council.&nbsp;I highlighted the flaws of operating a 24-hour operation near a senior facility, neighborhoods, and school zones, the lack of quality jobs, and the long-term cost to taxpayers (no sales tax and road repair). Oceanside should do business with large employers who pay full-time living wages because Oceansiders deserve to thrive not just survive! Our current representative has prioritized big business and developers' needs over what Oceansiders deserve. Oceanside cannot sustain itself as a tourist economy without the locals that make it special. As your representative, I promise to put the community first when projects like this are proposed.

I love and support small businesses in Oceanside, especially in District 4. As a lifelong entrepreneur and a professor, I teach my students the importance of having multiple streams of income. I run a home-based mindfulness and wellness business. On the city council, I will advocate for small business owners, including those with home-based businesses, street vendors, and brick-and-mortar stores.

On the council, Amber Kae will empower the voices within underrepresented communities, including her children's Samoan community. Time for new leadership. I'm running because my neighbors asked me to and I stepped up! Our current D4 representative does not meet with the community on important issues. He stares at his phone during council meetings and has more than double the absences of our other council members. Sadly, he is also the ONLY member of the city council who did not show up when our beloved pier burned down. Community members and small business owners deserve an advocate. We O'Siders deserve a thriving environment, sandy beaches, affordable housing, and a community-centered council. As a lifelong resident, I've proven my dedication to Oceanside. On the City Council, I will continue to dedicate myself to our community. Community FIRST, Politics last!

They attend local public schools. Amber Kae’s degree in Sociology allows her to understand the interconnectedness between individual O’Siders and institutions influenced by the City Council.
